Korea Opens Anti-Dumping Case on Chinese Suspension PVC
Korea opened an anti-dumping case on Chinese suspension PVC on 8 July 2026. The scope, the import surge behind it, and what buyers should ask now.
Korea's Trade Commission opened an anti-dumping investigation into suspension PVC resin from China on 8 July 2026. The case, numbered 23-2026-4, follows an application filed by Hanwha Solutions on 28 April. The application names three Chinese producers, and the KTC set the preliminary determination for within three months of initiation, extendable by up to two months.
No duty is in force today. The investigation covers suspension-grade resin only; paste resin sits outside the scope and has its own separate case against European suppliers. The earliest a provisional duty could apply is the preliminary determination, due around 8 October 2026 and extendable to 8 December 2026 if the KTC uses its extension. For a buyer shipping Chinese suspension PVC into Korea, the supplier's respondent status should be confirmed in writing before that date.
1. The case at a glance
| Item | Detail |
|---|---|
| Case number | 23-2026-4, Korea Trade Commission (KTC) |
| Opened | 8 July 2026 |
| Applicant | Hanwha Solutions Co., Ltd., application filed 28 April 2026 |
| Product | PVC suspension resin (S-PVC), Korean tariff line HSK 3904.10.0000 |
| Named respondents | Wanhua Chemical Group; Shanghai Chlor-Alkali Chemical; one further producer listed in the KTC's public report |
| Claimed dumping margin | 35.59%, the applicant's figure for Wanhua, not a finding |
| Dumping investigation period | 1 January to 31 December 2025 |
| Injury investigation period | 2021 to 2025 |
| Preliminary determination | Within 3 months of initiation (about 8 October 2026), extendable by up to 2 months (about 8 December 2026) |
| Respondent registration | Within 3 weeks of initiation |
The KTC published the initiation review report for case 23-2026-4 on its website, and the figures in this article come from that document unless stated otherwise. One caution before the numbers: the industry data in the report was submitted by the applicant. It is evidence the KTC found sufficient to open the case, and it is not yet a finding on dumping or injury.
2. What the investigation covers
The product under investigation is suspension PVC resin: white, porous granules with an average particle size of 100 to 180 micrometres, made by suspension polymerisation of vinyl chloride monomer. Paste resin, produced by emulsion or micro-suspension polymerisation, is excluded even though it falls under the same Korean tariff line. The KTC drew the boundary by production process, not by customs code.
The report's like-product comparison puts the imported and Korean-made products close on paper: a K-value of 65 to 67 on both sides, volatiles at or below 0.30%, and a sieve residue figure of 99.7%. Apparent density is where they differ, at 0.52 plus or minus 0.04 g/cm3 for the imported product against 0.49 for the domestic product. Those are the applicant's numbers, published in the report.
For a buyer, the scope question is practical. A buyer shipping suspension-grade resin into Korea is inside this case. A buyer shipping paste grade is not; that trade ran into a separate case against Germany, France, Norway and Sweden, which ended with definitive duties of 25.79% to 31.55% taking effect on 5 August 2026 for five years.
3. Why the case was opened: the import curve
Korea has two domestic S-PVC producers, Hanwha Solutions and LG Chem, according to the report. Hanwha supported the application. The report redacts LG Chem's position.
Demand and imports moved in opposite directions. The table below indexes both series to 2021, the way the report presents them.
| Year | Total S-PVC imports | Domestic consumption |
|---|---|---|
| 2021 | 1,000 | 1,000 |
| 2022 | 1,424 (+42.4%) | 1,074 (+7.4%) |
| 2023 | 1,229 (-13.7%) | 1,037 (-3.4%) |
| 2024 | 1,460 (+18.8%) | 1,040 (+0.2%) |
| 2025 | 3,710 (+154.1%) | 996 (-4.2%) |
Imports in 2025 ran at about two and a half times the 2024 level, while domestic consumption slipped 4.2% below the 2021 figure. The applicant's injury evidence says domestic shipments fell over 2021 to 2025 and that the operating margin on domestic sales turned negative in 2025. It also says Chinese S-PVC has sold below the domestic product since 2023. The report withholds the absolute values as confidential.
The KTC checked the application against the standing thresholds before opening the case. Support from producers representing more than 50% of the output of producers stating a position, and more than 25% of national output, satisfied the representativeness test. A claimed margin of 35.59% clears the 2% de minimis floor, and the import share clears the 3% floor, so neither allowed rejection.
4. How the 35.59% margin was built
The methodology matters to anyone who will read a preliminary determination, because the same structure will appear there.
Normal value: the applicant states it could not obtain domestic business-to-business transaction prices, so it constructed normal value from manufacturing cost, selling and administrative expenses, and profit. The inputs included global chemical price platforms, KOTRA overseas trade offices, the applicant's own production costs, and Chinese producers' published financial statements.
Export price: the average CIF value of the product imported between July 2024 and June 2025, taken from the Korea Customs Service's TRASS trade statistics portal, adjusted for ocean freight and export-side expenses.
The 35.59% is the applicant's claimed margin for Wanhua Chemical Group. Questionnaire responses are subject to verification, and individually investigated respondents usually end up with margins that differ from the application figures.
5. Duty stacking: what a duty would sit on top of
| Layer | Rate | Note |
|---|---|---|
| Ordinary duty, China-Korea FTA | 1.3% | requires valid origin documentation |
| Ordinary duty, WTO rate | 6.5% | applies when FTA preference is not claimed |
| Ordinary duty, basic rate | 8.0% | statutory basic tariff |
| Anti-dumping duty, if imposed | To be determined | stacks on top of whichever ordinary rate applies |
An anti-dumping duty does not replace the ordinary duty; it adds to it. Free trade agreements are no shield: in the paste-resin case, Germany, France and Norway all trade with Korea under FTAs, and duties of 25.79% to 31.55% still took effect on 5 August 2026.
That case, filed by the same applicant, shows how the clock runs. Hanwha filed in July 2025. The KTC opened the investigation in August 2025. Provisional duties of 25.79% to 42.81% applied from 25 February 2026. Definitive duties were set on 10 July 2026. Korean trade press reported that importers which paid provisional rates above the final rates are eligible for refunds of the difference. Cash timing deserves as much attention as the headline rate.
6. Korea in the 2026 trade-remedy map
This case is the latest entry in a year that has been busy for PVC trade measures.
| Market | Case | Status on 19 October 2026 |
|---|---|---|
| Korea | S-PVC from China, 23-2026-4 | Opened 8 July 2026; preliminary determination window closing |
| EU | AD762, S-PVC and M-PVC from China, Korea, Mexico, Taiwan | Opened 23 September 2026; import registration in force |
| UK | S-PVC from China, Mexico, Korea | Opened 4 August 2026; imports registered since 11 August |
| India | CVD investigation, 766 USD/t CIF minimum import price, AD duties of 122 to 232 USD/t | CVD case moved to individual assessment for 13 groups on 6 October 2026 |
| Brazil | AD duties on Chinese suspension PVC | Third sunset review renewed 21.6% for five years in August 2026 |
Background reading on this site: the EU and UK anti-dumping filings, India's three-layer trade measures, Brazil's tariff renewal, and the European plant closures. Korean trade press counted 36 anti-dumping measures in force in July 2026, 33 of them definitive. The grades that fall inside HSK 3904.10.0000 are listed on the specification table; origin and document questions are answered in the FAQ.
7. What to settle before the preliminary determination
- The supplier's status as a registered respondent in case 23-2026-4, and the corporate name under which it is registered. The application named three producers; each investigated respondent receives its own margin.
- The case number should be written into the contract, together with which party bears an anti-dumping duty if one is imposed while a shipment is on the water. Price adjustment clauses and duty clauses are separate instruments; both should be checked.
- The preliminary determination date should be tracked. In the paste case, provisional duties were collected from the determination date and then settled against the final rates, with refunds of the difference. Cash timing matters as much as the rate itself.
- Scope should be confirmed before assuming exposure. Suspension grade is inside the case; paste grade is outside it.
- Where imports move under the China-Korea FTA, origin documentation should be kept clean. The 1.3% rate applies to the ordinary duty only; a dumping duty is a separate layer.
- The duty layers a quote assumes should be stated. The same cargo prices differently under CIF, CFR and FOB terms, and the duty line is where the difference usually hides.
