Ethylene-Route PVC Cuts Widen: What Buyers Should Track
China's ethylene-route PVC runs fell to about 50% as Middle East conflict lifted feedstock costs. Most shutdowns are temporary: what to watch before booking.
Chinese PVC producers that buy ethylene on the open market are cutting output. Zhenyang Development (603213.SH) idled its entire 300,000 t/y PVC unit from 19 September for up to four months, citing ethylene costs lifted by the Middle East conflict. Wanhua Chemical (600309.SH) began a 60-day turnaround of the 1.2 million t/y second ethylene train at its Yantai park on 10 October. Ethylene-route operating rates now sit near 50%, and every shutdown on record carries a restart window.
The cuts concentrate in the purchased-ethylene segment, the part of the Chinese industry with the thinnest cost cover. The announcements state windows of one to four months, and analysts expect idled units to return once feedstock margins repair. The sections below cover the two announcements, why purchased-ethylene plants absorbed the hit, how a shutdown window should be read, and which indicators to track.
1. Two announcements, two different kinds
| Item | Zhenyang Development | Wanhua Chemical |
|---|---|---|
| Listing | 603213.SH | 600309.SH |
| Announcement | No. 2026-069, signed 18 September | No. Lin 2026-59, dated 8 October |
| Unit | PVC unit (ethylene-based new materials), 300,000 t/y | Second ethylene train, Yantai park, 1.2 million t/y |
| Window | From 19 September 2026, no more than four months | From 10 October 2026, about 60 days |
| Nature | Temporary shutdown with equipment overhaul | Scheduled turnaround under the annual maintenance plan |
| Stated reason | Ethylene prices rising on the Middle East conflict, higher costs, weak operating results | Annual plan to keep the units running safely and effectively |
| Restart | To be disclosed | The first ethylene train runs normally |
Zhenyang's filing spells out the loss. The company reported H1 2026 PVC segment revenue of 390 million yuan against 480 million yuan of cost. Only the PVC unit is idle, other lines at the site run normally, and the company expects the move to reduce operating losses.
Wanhua's notice reads differently. The second train at Yantai stops for about 60 days from 10 October under the annual maintenance plan, with the first train in normal production. This is scheduled work on the calendar, not a response to the market.
Two events of different character landed on the same feedstock chain in the same month, and pulled ethylene-route utilisation down with them.
2. Why the purchased-ethylene segment absorbed the hit
China runs PVC on two routes, carbide and ethylene (background). The carbide route starts from coal and limestone. The ethylene route starts from a cracker. A producer that buys ethylene in the market carries that cost straight into the PVC cost line, and this year the cracker side of the chain moved against it. The four grades and their end uses are in the grade guide; the numeric bands are on the specification table.
Guosen Securities traces the ethylene rally to the conflict escalation in late February 2026, which severely disrupted traffic through the Strait of Hormuz and lifted the price centres of crude, naphtha and LNG (cited by Securities Times). Brent averaged 100.34 USD/bbl in the week to 11 September, up 7.47% week on week, according to Cinda Securities. Northeast Asia ethylene spot followed the same direction.
Resin prices did not follow. Domestic ethylene-route PVC averaged 4,628 yuan/t at the end of June, up 67 yuan/t from the start of the year, on company semi-annual figures. Feedstock costs rose while product prices stayed flat, and that inversion is what the announcements describe.
| Producer type | Cost anchor | Q3 weekly utilisation | Margin state | Action this round |
|---|---|---|---|---|
| Purchased ethylene (Zhenyang type) | Oil and Northeast Asia ethylene spot | 51% to 66% | Negative margin | Leading the cuts |
| Integrated ethylene (own cracker) | Own cracker output | Above the purchased route | More controllable | Planned turnarounds |
| Integrated carbide (own coal power) | Own coal power and carbide | 67% to 74% (carbide route overall) | Relatively steady | Flexible load adjustment |
| Purchased carbide (small and mid-size) | Purchased carbide | Same band, lower end | Shandong lost about 800 yuan/t on average in Q3 | Load cuts, short stoppages |
Utilisation bands are Zhicheng Information's Q3 weekly figures as reported by China Business Journal, and the integrated-versus-purchased split follows public comments from Longzhong and Zhicheng analysts. Xinhua Finance put ethylene-route utilisation near 50% on 22 October. Guotou Futures measured the whole industry at 64.59% on 21 October, down 1.67 points on the week and the lowest for the time of year in recent years.
3. Temporary cuts are not capacity exit
The word to read in a shutdown filing is the window. Zhenyang states a start date and a ceiling: from 19 September, no more than four months, with restart to be disclosed. Xinhua Finance reads the current round the same way: stoppages of one to four months to cut losses, units retain restart conditions, and no confirmed permanent exit has appeared.
Longzhong Information analyst Li Yan calls the round elastic cuts. Most idled capacity can restart quickly, and a price rebound would bring marginal capacity back and cap any rally. Zhicheng analyst Li Min adds that mainstream ethylene-route capacity is recently built with sound asset quality; the capacity genuinely at risk of exit is old and energy-hungry.
Europe's record shows the opposite. There the exits are permanent and on the record: Westlake's 165,000 t/y Cologne plant stops for good in the first quarter of 2027 (earlier article). A dated restart window and a closure date are different procurement facts.
4. What the cuts change, and what they do not
Inventory fell before the cuts bit. National all-calibre industry stock stood at 1.116 Mt in the week to 8 October, down 35,000 t on the week and the 13th consecutive weekly decline, on Zhongcai Futures data. Xinhua Finance notes the absolute level is still high after the year's peak.
Demand did not rescue the market. The golden September and silver October season came in below expectation, and September property investment was down 20.9% year on year cumulatively, on Wukuang Futures figures. Profile and pipe plants lifted operating rates from pre-holiday levels, but terminal orders remain thin (Sumibuy weekly, week to 15 October).
Codes on the bag tell the route. Markings such as S-1000, S-700 and S-1300 come from ethylene-route producers, and S-1000 sits in the SG-5 band (grades explained). When a quote references a producer code of that family, the material behind it likely runs on ethylene, and its production calendar moved this quarter.
What the cuts do not do is clear the market. High inventory, weak demand and restartable capacity all sit on the other side of the ledger.
5. Three indicators to watch
| Indicator | What to watch | What it tells you |
|---|---|---|
| Northeast Asia ethylene spot | Direction, and how long it holds | The anchor of the ethylene-route cost line; a sustained fall flips the inversion |
| Operating margin by route | Whether losses narrow or widen | Whether idled capacity returns; Xinhua Finance's Q4 tracking point |
| Industry inventory drawdown | The slope of the decline | Whether the supply contraction is reaching stock |
One line per indicator is enough. The restart decision rests with producer margins, and those margins in turn rest with ethylene prices.
6. What a booking decision depends on
The production route behind a quoted grade needs to be confirmed, with the producing plant named on the COA. A supplier's capacity filing should be read for its wording: a dated restart window (Zhenyang: up to four months from 19 September) is a different procurement fact from a closure date (Westlake Cologne: Q1 2027). Batch numbers and a COA for every batch, with a retained sample filed, matter most around shutdowns and restarts, when run changes are most likely. Lines running on ethylene-route grades should confirm current production status before a quarterly volume is locked. Temporary cuts should not be priced as scarcity; the restart rests with the producer, and analysts expect it.
