India's Directorate General of Trade Remedies recommended provisional countervailing duties on Chinese PVC suspension resin on 26 October 2026. The proposed rates run from USD 83.72 to 143.82 per tonne, with individual figures for 13 named producers and exporters. The recommendation is preliminary and does not yet impose a duty. The final finding and any government decision to levy follow a comment window and a hearing.

1. The preliminary finding at a glance

The investigation covers suspension PVC with a K value between 55 and 77, classified under Indian customs code 3904. The product is a free-flowing powder, not mixed with other substances, in the standard suspension-grade form. DGTR assessed subsidisation over the 12 months from 1 October 2024 to 30 September 2025, and injury over the three fiscal years from April 2022 to March 2025. The case opened on 26 February 2026 after an application from three domestic producers: Chemplast Cuddalore Vinyls, DCM Shriram, and DCW. DGTR concluded that subsidised imports caused material injury to the Indian industry, citing import growth that outpaced domestic demand and price undercutting that pushed producers' margins down. The scope covers both carbide-based and ethylene-based suspension resin (DGTR preliminary finding, 26 October 2026). The three applicants are integrated Indian PVC producers. They filed after Chinese imports took a rising share of the Indian market and local prices came under pressure. The grade bands the provisional duty covers are on the specification table; the entry documents are set out under packing and shipping.

2. The recommended rates by producer

DGTR set individual rates for 13 producers and exporters. The named rates span USD 83.72 to 136.25 per tonne. All other Chinese producers face the highest rate, USD 143.82 per tonne. Goods originating outside China but shipped through China carry the same residual rate.

Producer or exporter Recommended CVD (USD per tonne)

Inner Mongolia Erdos Electric Power and Metallurgy Group, Chlor-Alkali Chemical Branch135.55
Chiping Xinfa Huaxing Chemical Co., Ltd.; Chiping Xinfa Polyvinyl Chloride Co., Ltd.106.46

Haiwan Chemical Co., Ltd.86.75
Yibin Haifeng Herui Co., Ltd.83.72
All other producers in China143.82

The spread is wide. A buyer whose resin comes from a named plant pays far less than one supplied from an unlisted source. The eventual landed cost therefore depends on which Chinese plant made the resin, not on a single country-wide rate. This is why the supplier's identity matters as much as the headline rate.

3. How the rates were built

DGTR moved the case to individual subsidy-margin assessment for 13 exporter groups in early October, after dropping a sampling plan announced on 6 October. The table above reflects that per-group work. The assessment covers the defined product scope and its exclusions as set out in the preliminary findings. India is a sizeable importer of suspension PVC in Asia. Chinese origin has taken a rising share of that import book, a trend DGTR tied to the subsidy finding. China's share of India's PVC imports rose from 29% in 2022 to 48% in 2025 and reached 52% in the first eight months of 2026, according to the ICIS Supply and Demand Database cited in DGTR's published material (ICIS). The shift concentrated in carbide-based resin, which held a clear cost edge over ethylene-based material through the period. Carbide-based PVC, made from coal-derived feedstock, was less exposed to crude oil swings than ethylene-based material, which DGTR cited as a source of Chinese cost advantage.

4. The road from preliminary to definitive

The recommendation is not the end of the process. DGTR invited interested parties to comment within 20 days of publication. It will hold an oral hearing and conduct further verification before issuing final findings. The government then decides whether to implement the duties. None of those steps has a fixed public calendar beyond the 20-day comment window. Until those steps close, no duty is collected under this finding. The provisional figure is one step in a process that can run several months beyond the preliminary stage. Buyers should treat the table as a preliminary read, not a booked cost.

Two other India-side measures already sit on Chinese-origin suspension PVC. The Directorate General of Foreign Trade set a USD 0.766 per kg CIF minimum import price on 24 July 2026 under Notification 25/2026-27; shipments above that CIF level clear freely for six months. A standing anti-dumping duty of USD 122 to 232 per tonne, in force since the 2025 definitive finding, applies underneath. (India's three-layer trade measures on Chinese PVC are set out in a separate article.)

Measure Rate or threshold Status
DGFT minimum import price, Notification 25/2026-27CIF above USD 0.766/kg free for six monthsIn force since 24 Jul 2026
Standing anti-dumping duty, AD(OI)-30/2023USD 122 to 232 per tonneIn force since 14 Aug 2025
Provisional CVD, DGTR, 26 Oct 2026USD 83.72 to 143.82 per tonnePreliminary; final pending

These are border measures on the Indian side. They enter the buyer's landed cost, not the FOB price quoted by a Chinese supplier. A purchaser comparing offers should separate the mill quote from the duties and the minimum-price test that apply at import.

5. What buyers should verify before quoting

The rate a buyer faces is not yet fixed. Before committing volume, the buyer should establish which Chinese plant supplied the resin and the rate that plant carries in the table, track DGTR's final finding and the government's implementation decision, and check the CIF value against the USD 0.766 per kg minimum-price line that runs to late January 2027. The three India-side measures stack, so the same shipment can meet a CIF test and still owe an anti-dumping duty and a provisional countervailing duty once the latter is finalised. A buyer who ignores the provisional line and prices only against the standing anti-dumping duty will understate the landed cost.
